The grim assessment was unveiled yesterday by the bank's country director Annette Dixon after a meeting with Virabongsa Ramangura, chairman of the Strategic Committee for Reconstruction and Future Development.

Under the memorandum signed between the Government Savings Bank (GSB) and the Industrial Estate Authority of Thailand, the bank will provide 15 billion baht in soft loans to support the implementation of the flood prevention plan going forward.

But forget bike locks and hotel room safes: These days, Tobias is attacking the lock famous for protecting places like military installations and the homes of American presidents and British royals.

Our fellow diners begin to stare. Tobias doesn't notice and wouldn't care anyway. He's as rumpled and wild as a nerdy grizzly bear. His place mat is covered in diagrams and sketched floor plans and scribbled arrows. His laugh fits him like a tinfoil hat. It goes on for a solid 20 seconds.

Between stabs at his salad, Tobias hands me his latest idea of fun: nearly 300 pages of self-published hacker-porn detailing his attack on the allegedly uncrackable Medeco high-security lock. "Trust me, this will cause a goddamned riot!" he says, dabbing at tears of joy with a paper napkin. "Oh yeah, this is way, way bigger than the liquid explosives thing!" And he's right,Welded Gabion Box, it is bigger—and with way, way bigger consequences.

The problem, if you're a safe company or a lock maker, is that Tobias makes it all public through hacker confabs, posts on his Security.org site,gabion, and tech blogs like Engadget. He views this glasnost as a public service. Others see a hacker how-to that makes The Anarchist Cookbook read like Betty Crocker. And where Tobias sees a splendid expression of First Amendment rights, locksmiths and security companies see a criminal finishing school. Tobias isn't just exposing problems, they say. He is the problem.

But Tobias isn't crazy. Far from it. He's a professional lock breaker, a man obsessively—perhaps compulsively—dedicated to cracking physical security systems. He doesn't play games, he rarely sees movies,Stone Cage, he doesn't attend to plants or pets or, currently, a girlfriend. Tobias hacks locks. Then he teaches the public how to hack them, too.

Lock-breaking is equal parts art and science. So is the ability to royally piss people off. Tobias is a veritable da Vinci at both endeavors. His Web site's streaming video of prepubescent kids gleefully opening gun locks has won him no points with mothers or locksmiths, and his ideas about how to smuggle liquid explosive reagents onto commercial airlines spookily presaged the Transportation Security Administration's prohibitions against carry-on liquids. Over the past 20 years, Tobias has been threatened by casinos, banned from hotel chains, and bullied by legions of corporate lawyers. And enjoyed every minute of it.

Thinking like a criminal is Tobias' idea of fun. It makes him laugh. It has also made him money and earned him a reputation as something of the Rain Man of lock-breaking. Even if you've never heard of Tobias, you may know his work: He's the guy who figured out how to steal your bike, unlock your front door, crack your gun lock,石笼网-Oregon Military Department Facilities Address-Wire Mesh, blow up your airplane, and hijack your mail. Marc Weber Tobias has a name for the headache he inflicts on his targets: the Marc Weber Tobias problem.

Gabions are popping up in gardens as benches, retaining walls, screens, and stone pillars.

Since we bought our house four years ago,Stone Cage, Jon and I have slowly chipped away at the massive amount of lawn in our yard. This past weekend we took out a 700 square foot chunk of grass that looked particularly horrible in our backyard. The idea was to install a path between our house and the garage/alleyway, create more vegetable garden space for me, and build a little woodland garden in the side yard. We are also going to install a screen to hide our ramshackle chicken coop. ?All things proceeded smoothly until we realized that the north side of our yard is about six inches taller than than the south side. This is bad news for our gravel path,fence post,fence post--Wire Mesh, which slices right through the slope.

After briefly considering the idea of digging out the extra earth, we settled on building a mini wall to hold back the soil and create a level terrace for the vegetable beds. For the wall we need a material that is affordable, attractive, and long lasting. We rejected wood (it rots too fast), landscaping bricks (too ugly),Gabion Mattress--Wire Mesh, and stone (too expensive) and have decided to build a gabion wall.

My friend Chris from FreshDigs gave me a hot tip that Second Use (a store in South Seattle that sells reclaimed materials) has hundreds of old locker baskets from Nathan Hale High School. They are the perfect size (11 inches by 13 inches) for repurposing as a gabion, but at ten dollars a pop, I’m not sure I can afford 32 two of them. So, unhandy me is going to attempt to make my own baskets out of welded wire mesh. Wish me luck,t post! A gabion is basically a wire mesh basket filled with something heavy, usually stones, but recycled concrete,石笼网,石笼网-40-28-Wire Mesh, gravel, and even wine bottles have been used.
