Flood levels in Bangkok's Don Muang district have receded and Don Mueang airport is now dry, police said Thursday.

The police said there was no floodwater on Song Prapa Road, from Don Muang temple to Pracha Uthit intersection.

However, the flood level from Pracha Uthit intersection to Sri Saman Bridge was about sidewalk level.

Flood levels on Weru Wanaram, Kosum Ruamjai and Cherd Wuttakart roads were about 10cm.

Don Mueang airport was now dry. People who left their vehicles on the airport grounds can now drive them back home,H.M. King Bhumibol Provides Relief Packages to Flood Victims-HESCO, police said.

The Bangkok Mass Transit Authority was also providing free bus rides between Pracha Uthit intersection and Mor Chit skytrain station.

Sai Mai district chief Ratchapol Boonrod said that flood levels in three housing estates in Sai Mai had fallen from 60cm to 50cm.

"After Bangkok Governor Sukhumbhand Paribatra instructed officials to raise the Khlong 2 sluice gate to 1.30m, the flood levels in Annex, Sirindhorn and Napawan estates declined," Mr Ratchapol said.

District officials will urgently drain the water out and the result should be clearer in two days, he said.

"Removing the big sandbag barrier on Chantarubeksa Road today would not likely affect Sai Mai district," said Mr Ratchapol.

Bangkok flooding passes critical point: PM

BANGKOK, Nov 15 - Thai Prime Minister Yingluck Shinawatra on Tuesday reassured the Bangkok public that flooding in the capital has already passed its critical point and that floodwater in eastern part of the city should be totally drained into the sea before the year end.

The premier said the level of floodwater in Bangkok has continuously declined and, regarding the overall situation,Thailand tries to help companies, as floods spread-镀铜电焊网, the crisis has already peaked.

Ms Yingluck reasoned that drainage in east works efficiently and that she expects the situation to return to normal by the end of the year. Echoing the prime minister, FROC spokesman Tongthong Chantarangsu said that the spillway will not cause a large amount of water inflow deeper into Bangkok but higher floodwater will be seen only in some areas such as Lak Si.

FROC will closely monitor the situation and speed up draining water.

Big Bags, oversized sandbags, were used to build a barrier to slow the northern run-off into Bangkok to allow the authorities to drain the water out and to save Bangkok's inner areas, but some residents living outside the barrier-protected area angrily dismantled six metres of the embankment. It was later adjusted and described as a spillway on Tuesday.

The action was seen as a compromise by the authorities to help those residents.

Prime Minister Yingluck Shinawatra will explain the flooding situation in Thailand to leaders at the upcoming ASEAN summit, to be held in Bali, Indonesia, from November 17 to 19.

Speaking on her weekly program "Yingluck Government Meets the People,防洪墙-拦河坝,六角网," broadcast on Radio Thailand and the National Broadcasting Services of Thailand (Television Channel 11), the Prime Minister revealed that she would take this opportunity to make better known Thailands flood relief and recovery plan and package, in order to rebuild confidence in the country among international investors.

At the ASEAN summit, Prime Minister Yingluck said that she would meet leaders of major countries, such as President of the United States Barack Obama, Prime Minister of Japan Yoshihiko Noda, and Prime Minister of the Peoples Republic of China Wen Jiabao. She would thank the leaders of these countries for their support to help flood victims in Thailand.

Prime Minister Yingluck said that she had canceled her trip to attend the 19th Asia-Pacific Economic Cooperation (APEC) summit held in Hawaii on November 12-14, because she was concerned about the flooding situation and would like to stay in the country during this period to handle the situation. Deputy Prime Minister and Commerce Minister, Kittiratt Na-Ranong, was assigned to represent the Prime Minister at the APEC meeting.

In her video message to the APEC CEO Summit in Honolulu, the Prime Minister cited the recent flooding as the worst in Thai history and it posed a critical and immediate challenge to Thailand and its economy. Torrential rain from five successive storms gave rise to unprecedented flood levels, affecting more than one third of Thailand, as well as some other countries in the region.

The video message recorded on November 4 stated that remedy and assistance measures would be readily available for the seven flooded industrial estates, so that operations could be resumed within 45 days. New distribution centers would be set up in the provinces. Soft loans of up to 8.3 billion US dollars are being planned for SMEs, entrepreneurs, and industrial estate developers. Prime Minister Yingluck reaffirmed that nothing would be spared in the Governments efforts to help everyone who has been affected to regain economic strength.

She pointed out that massive and effective plans for the long-term phase would be developed for the future management of natural disasters, especially from floods. Billions of US dollars would be spent to develop flood-proof industrial zones and to build effective nationwide multi-hazard disaster management system with effective early warning and rapid response capabilities.

Speaking to the Thai people on her weekly radio and television program on November 12, Prime Minister Yingluck reported that the flooding situation in the central region was now improving. The Government is accelerating water drainage and the digging of various canals to drain water into the sea as quickly as possible.
